The mangroves on the Orissa Coast with their rich bio-diversity have always been an integral and invaluable part of the coastal eco-system. While serving at the same time as the much needed bulwark against the tropical cyclones and tidal inundations, there has been a lot of pressure on the mangroves in the past few years due to population increase and mindless destruction of natural resources for profit. However, after the devastating Super Cyclone of 1999 the importance of the mangroves has again been realized by all concerned. Since the Orissa coast is vulnerable to cyclones arising in the Bay of Bengal, restoration of mangroves has been felt to be an urgent imperative. But restoration of mangroves alone is not enough. Local communities will need continuous education and training to conserve the mangroves, once re-established. Against this backdrop, Sandhan Foundation has established the Coastal Community Resource Center (CCRC) at Gupti, Bhitarakanika.

The CCRC examines pros and cons of the nexus between government policy provisions and rampaging uncertainty in prevailing community based natural resource management contexts in the coastal situations. It empowers the local people vis-a-vis the coastal community to understand the government policies through ‘Innovative Awareness Education Packages’ on coastal environmental protection and resource management. It applies a practicing theory of inter-dependence to renew sustainable development mechanism to offer possible check and balance with the ever-increasing forms of uncertainty impinging
on rural livelihoods.
